Hawzah News Agency- Reports indicate that following the enforcement of these rules, female students who wear the hijab have been denied entry to schools in the cities of Baku, Masalli, and Jalilabad, as well as several other regions. At School No. 69 in the Balakhani district of Baku, students refused to attend classes in solidarity with their classmates who wear the hijab, voicing their protest with the slogan: "The hijab is not a barrier to education." Videos circulating on social media show schoolgirls standing outside locked school doors, weeping and pleading to be allowed to continue their education. Meanwhile, female teachers who wear the hijab face a stark dilemma: either remove their headscarves or lose their jobs.
Local activists estimate that the number of detainees exceeds 200. As the protests spread, users in Azerbaijan experienced widespread disruptions in accessing Instagram, TikTok, and X (formerly Twitter), with many forced to rely on VPNs to reach these platforms.
Similar restrictions in 2010 and 2012 also sparked street protests, which the police suppressed through arrests. These policies persist even though approximately 96 percent of Azerbaijan's population is Muslim.
